HEI Eligibility:- Provision of offering programmes under ODL mode in HEI Act, 5 years of existence, NAAC Score of minimum 3.26** |
Approval:- Approval of Statutory Bodies under Act, Approval from concerned Regulatory authorities |
HEI (other than an Open University) is offering similar programme in the conventional mode of classroom teaching |
PPR and Self Learning Material :- Prepared and approved by statutory bodies |
Learner Support Centres and Examination Centres : -Adherence to the policy of Territorial Jurisdiction, availability of academic and other staff, availability of qualified counselors |
Quality Assurance:- Establish CIQA, Programme development and monitoring , learning environment and learner support, Teaching quality and staff development |
Academic and Administrative Staff at Headquarters :-Orector/Head, Associate Professor, Assistant Professor, Deputy Registrar, Assistant Registrar, SectionOfficer, Assistants, Computer Operator and Multi taskin Staff |
* Provided further, that this clause shall not be applicable to Open Universities till the time they become eligible for National Assessment and Accreditation Council accreditation and it shall be mandatory for Open Universities to get National Assessment and Accreditation Council accreditation within one year of their becoming eligible for the same. NAAC has uploaded “NAAC Institutional Accreditation Manual for Open Universities” on its website.
** Provided that the Higher Educational Institutions shall submit an undertaking to the effect that it will attain a National Assessment and Accreditation Council (NAAC) score of 3.26 on a 4-point scale before the end of academic session July 2019- June 2020, failing which, the Commission shall not accord any approval to the Open and Distance Learning Programmes of the Higher Educational Institutions. (as per UGC (ODL) Third Amendment,2018)
I. For the HEIs that are not under Category-I of UGC [Categorisation of Universities (Only) For Grant Of Graded Autonomy] Regulations, 2018

NOTE:- Under UGC(ODL) Regulation, 2017 and its amendments, programme-wise recognition is accorded to the HEIs
II. For the HEIs that are under Category-I of UGC [Categorisation of Universities (Only) For Grant Of Graded Autonomy] Regulations, 2018
University shall be in Category-I if
a. It has been accredited by NAAC with a score of 3.51 or above; or
b. It has received a corresponding accreditation grade/score from a reputed accreditation agency empanelled by the UGC; or
c. It has been ranked among top 500 of reputed world rankings, such as Times Higher Education or QS.
As per clause 4.10 of UGC [Categorisation of Universities (Only) For Grant Of Graded Autonomy] Regulations, 2018, Category-I Universities may offer courses in the Open and Distance Learning mode, without approval of the Commission, provided it satisfies all the conditions laid down under UGC (Open and Distance Learning) Regulations, 2017 and amendments. In reference to above, Category-I HEIs have to apply by submitting the list of programmes they intended to start under ODL mode with an affidavits that they will abide by the terms and conditions as stipulated under UGC(ODL) Regulation, 2017 and its amendments and norms issued by the statutory bodies/council from time to time.
