The purpose of the DEB-ID is to ensure that learners are taking admission in the ODL/Online programmes of the Higher Educational Institutions (HEIs) which are recognized by the Commission. This process will facilitate the learner about the recognised/entitled HEIs and approved programme.

Once, the DEB-ID is created, it will be valid across the life cycle of ODL/Online learning. Students can take admission simultaneously in two academic programmes in accordance with the Regulations available on UGC website ugc.ac.in.
Students must confirm the recognition status of the HEI for offering ODL and Online Programme for the session opted for admission on the UGC-DEB website, check the details on the HEI’s website, take note of prohibited programmes and prohibition of franchising arrangement and ensure that all activities are being conducted within territorial jurisdiction for the ODL programmes.
Recognized HEIs are those which have received permission from UGC- Distance Education Bureau to offer ODL/OL programmes as per the provisions stipulated under University Grants Commission (Open and Distance Learning Programmes and Online Programmes) Regulations, 2020.
